The GIZ Land Management and Rural Economic Development (LM-RED) is currently seeking for one Lao national to fill the position of Agriculture Development Advisor.
Starting Date: February 2012
Duration of Assignment: February 2013
Work Location: Sayaboury Province
Main tasks and responsibilities:
Under the supervision of the GIZ Component Leader of the agriculture promotion component and in direct cooperation with the provincial planning division of the Department for Agriculture and Forestry - PAFO Sayaboury – the advisor has to fulfill tasks as below:
- Advise and supports the provincial department for forestry and agriculture in researching and analyzing data which are required for developing provincial promotion concepts for agricultural products.
- Coordinate project activities together with project partners and other advisors.
- Advise and support local authorities to develop the designs of projects in his field of expertise.
- Facilitate the coordination process for investments in agriculture in Sayaboury provinces between local authorities (mainly PAFO and the Investment Promotion Division of the Department of Planning and Investment) and potential investors.
- Facilitate discussions on provincial level about potential public-private partnerships in agribusiness and contribute to similar discussions on national level.
- Advise and support local authorities during the implementation of project activities and daily business.
- Contribute to the knowledge management, monitoring and evaluation of the project in accordance with the overall monitoring system and the project’s objectives.
- Support the preparation and drafting of terms of reference for short term consultants.
- Support the work of short term consultants during their missions according to their terms of reference.
- Coordinate and consult with other donors and implementing agencies in the field of agricultural development on the provincial level.
- Support the team leader in communication and information exchange with local authorities.
- Support the team leader in administrative processes, e.g. budget monitoring, monthly and weekly work plans and others.
Experience and Qualifications:
- University degree in a field related to agriculture or economics.
- At least 5 years of professional working experience in development cooperation.
- Excellent command of MS-Office, internet.
- Fluent English language skills (written and spoken).
- Good communication skills, capability to coordinate multi-stakeholder dialogue amongst government authorities, development partners, and private sector representatives.
